Forage for edible food in your area.

Buy from ethnic grocery stores where food is even cheaper than most bulk food places.

Don't buy much meat. Meat is expensive. When you do buy meat, buy a lot and freeze it in portions that you will use.

Make meatballs. Meatballs are meat but with cheap breadcrumbs and cheese. They are fatty and filling.

Eat a lot of rice and beans. These are cheap and healthy.

Avoid prepared foods except for cereal.

Always buy generic brands.

Buy things in cans, or dried foods that never spoil. Avoid things you have to refrigerate or freeze because if your power goes out you may be out a lot of food.

Coupons are okay, but they tend to be for prepared foods.

Community supported agriculture may help (google it for your area) because you sign up for a certain amount of locally grown produce. Do the math! Sometimes it is cheaper, but sometimes there is no way your household will consume that many eggs/meats/veggies (or process/store them) before they rot!
plan meals for a week at a time.. make a specific list.. use coupons, and look for sales in the flyers at your local grocery stores. Seasonal items are usually cheaper and buy one get one frees are a steal. Also.. many stores have double coupon days.. some even have triple coupon days, and get one of the store cards they scan that saves you extra money and also builds points and deals towards other items. you work too hard for your money to spend it all on groceries.. so shop wisely and good luck!!
The best way is to buy in bulk....but,for most people storage is a problem....

If you have a friend who would be willing to go in with you...this might help with the storage problem.
