Does it matter? The public is paying for it! No matter what it cost! Don't worry, soon everyone will be required to wear one, because it's the best effective way to control everyone by the thought police! Sound far fetched? So did planes st ricking the twin towers. This will happen, so long as the people continue to buy into the CNN propaganda, fear tactics agenda. All the unprecedented changes that are taking place to the Bill Of Rights, and not even a whimper of protest!
