This question is too broad. Some cars are easy and some are so hard I'd gladly take it to a shop and pay the $100/hr.
If one guage stopped working, you work on fixing just that. If the whole panel is all smashed beyond repair, get used parts from the salvage yard to replace the broken stuff.
Ask this again, but include a description of what the problem is, and what kind of car needs the panel fixed in it. It might help to tell how the problem was caused, if you know. You might not be in as much trouble as you think..
